Tier 1: Highest Value AI Subsidies
EIC Accelerator (Pan-EU)
Up to €2.5M grant + €15M equity. Highest value single program. Open to all EU companies. 3-5% success rate requires strong preparation.
Max: €17.5M
IPCEI AI (Multi-country)
State aid approved Important Projects of Common European Interest. Multi-billion programs for strategic AI infrastructure. Requires national government sponsorship.
Max: Unlimited
Horizon Europe EIC Pathfinder
€3-4M for breakthrough AI research. Highest scientific prestige. University-industry partnerships preferred.

Tier 2: High Value by Country
- 🇩🇪 Germany: BMWK AI Innovation up to €10M; ZIM up to €390K
- 🇫🇷 France: BPI France DeepTech up to €5M; R&D tax credit 30%
- 🇮🇪 Ireland: Enterprise Ireland HPSU up to €500K + equity
- 🇫🇮 Finland: Business Finland AI grants up to €1M
- 🇸🇪 Sweden: Vinnova AI grants up to €1.5M
Tier 3: SMB Access Programs
- Digital Europe Programme EDIH vouchers: €50K-€200K technology testing support
- Enterprise Europe Network: Free advisory and matching services
- National LEO/equivalent programs: €15K-€150K most EU countries
