Europe’s Adoption Problem
Europe’s AI challenge is not a lack of research excellence or regulation — it is adoption. Fewer than 14% of EU SMBs currently use AI in their business operations (Eurostat 2025). The EU’s Apply AI Strategy specifically addresses this gap.
The Apply AI Strategy
Launched in 2023 as part of the EU AI Strategy, Apply AI focuses on demand-side AI adoption through:
- European Digital Innovation Hubs (EDIHs): 200+ centers providing free AI testing and advisory
- Digital Europe Programme SMB vouchers: €50K-200K for AI implementation
- AI-on-demand platform: Shared AI resources for SMBs without internal AI capability
- AI Skills Match: Connecting SMBs with AI talent through EU talent platforms
Low-Cost AI Adoption Pathway for SMBs
- Week 1-2: AI readiness assessment (free via EDIH)
- Week 3-4: Identify top 3 AI use cases for your business
- Month 2: Apply for Digital Europe voucher or national SMB AI grant
- Month 3-4: Pilot AI tool in one department (with grant funding)
- Month 5-6: Evaluate ROI and scale successful pilots
- Month 7-12: Build internal AI capability and apply for larger grants
Budget Reality
Realistic AI adoption costs for EU SMBs with grant support:
- Year 1 AI implementation: €15K-€50K (70-80% grant-subsidized)
- Ongoing AI tools: €5K-€20K/year (SaaS AI tools)
- AI skills training: €2K-€10K per person (partially grant-subsidized)
